When your bank, your embassy or a court in your home country asks for a notarised document, and you are in Pattaya, this is the service you need. Thailand does not have notaries public in the European sense. It has lawyers specifically licensed by the Lawyers Council of Thailand to perform notarial acts.
The certification is only useful if it is done by someone actually licensed to do it, and if it is legalised afterwards where the receiving country requires that.
